Mayor Tom Bradley speaks to the Victor Gruen Foundation in response to Victor Gruen’s speech on worldwide problems and opportunities and its relations to the city of Los Angeles. He claims that the era of freedom to do what you would like to private and public land has expired due to constant decimation and abuse of the environment. He offers ideas on how the government can regulate and enforce these ideals in order to keep individual freedom infringement to a minimum and ecological protection and restoration to a maximum.
